In the routine of an industry or construction site, some activities leave no room for error. A spark near a flammable tank, entry into an unventilated duct, or maintenance on a high-voltage electrical grid requires a rigorous level of control before any tool is turned on. It is precisely at this critical point that the Work Permit (WP) comes into play. 

For professionals who are starting out in the Health, Safety, and Environment (HSE) field or for operational managers, the WP may seem like just another bureaucratic form. However, it is the primary documentary and practical barrier between a safe activity and a fatal accident.

After all, what is a Work Permit (WP)? 

A Work Permit (WP) is a formal, written document that authorizes a specific group of workers to perform a high-risk activity in a predetermined location and period. 

It works as the final release checklist before hands-on work begins. Before the WP is signed and the activity starts, the person in charge must ensure that all environmental hazards have been neutralized, dangerous energies are locked out, and the team is using the correct PPE (Personal Protective Equipment). 

In short: the WP is proof that the environment is safe for the service to take place. It is worth noting that the Work Permit has an expiration date (usually restricted to one work shift). If the environmental conditions change or the team is replaced, the original WP must be closed and a new assessment must be made.


What is the difference between a Work Permit (WP) and a Job Hazard Analysis (JHA)? 

This is the most common question on construction sites and factories. Although the two documents go hand in hand, they have completely different purposes and application timings: 

  • Job Hazard Analysis (JHA): It is the planning. The JHA is a detailed study conducted before the activity. It maps out the service step-by-step, identifies what could go wrong (hazards), and defines what control measures will be necessary. It is theoretical and instructional. 


  • Work Permit (WP): It is the execution. The WP is the immediate verification, conducted at the location and time the service is about to start. It serves to verify if everything planned in the JHA is actually being fulfilled in practice at that exact moment. 


Without a JHA, you do not know how the service should be done. Without the WP, you do not have authorization to start the service.


Who is responsible for issuing and executing the WP? 

For the process to have legal validity and ensure real safety, the regulation requires the involvement of different professionals, each with a clear responsibility: 

  • Issuer (Supervisor/Area Leader): They are the professional responsible for inspecting the location, checking control measures, applying energy lockouts, and finally signing off on the WP release. They hold the authority to approve or cancel the activity. 


  • Executors (Authorized Workers): They are the professionals who will perform the service. They must be trained, have up-to-date medical exams (ASO), understand the risks described in the WP, and use the required safety equipment. They also have the right to refuse to work if they perceive that the environment has become unsafe. 


  • Attendant or Watchperson: In critical activities, such as confined space entry or hot work, the presence of a professional on the outside is required, focused exclusively on monitoring the executors and calling for rescue in an emergency. 


When is a WP mandatory? 

A WP is not necessary for simple and routine tasks. It is mandatory, according to the Regulatory Standards (NRs) of the Ministry of Labor, whenever the activity presents serious and imminent risks. 

The main activities requiring the rigorous issuance of a WP include: 

  • Confined Space Work (NR-33): Entry into silos, tanks, and galleries (in this case, the document is called a Confined Space Entry Permit). 


  • Work at Heights (NR-35): Any activity performed above 2 meters from the lower level where there is a risk of falling. 


  • Hot Work (NR-34): Activities involving welding, cutting, grinding, or use of an open flame with fire hazards. 


  • Electrical Services (NR-10): Interventions in electrical installations, especially high voltage. 


Practical step-by-step: How to issue a Work Permit safely 

Issuing a WP is not just about signing a piece of paper. The process requires a rigorous ritual on the shop floor: 

  1. Joint planning: The supervisor and the team read the JHA to understand the scope of the service. 


  2. Area preparation: The site is isolated, signposted, and hazardous energies are locked out (LOTO - Lockout/Tagout). 


  3. Testing and measurements: In cases such as confined spaces or classified areas, the technician uses gas detectors to certify that the atmosphere is clean and breathable. 


  4. Verification and Signature: The issuer checks if all executors have valid PPE and training. If everything is correct, the WP is signed and posted in a visible location near the activity. 


  5. Closure: At the end of the shift or service, the area is cleaned, tools are collected, lockouts are removed, and the issuer signs the WP closure, returning the equipment to normal operation. 


The evolution of the WP: from paper to data intelligence 

Traditionally, the Work Permit has always been filled out on physical forms. The problem with this model is that it slows down signature collection, makes auditing difficult, and leaves room for gaps like expired training checks.
